Expected Outcomes: 
  1. Increased understanding of Member-Organizations’ capacity development needs, by themselves, their development partners/funders and FONGTIL,  leading  to better and realistic actions to address their priority needs, either by themselves and/or through the facilitation of FONGTIL, or with their partner donors, other International NGOs or key National NGOs.
  2. Published results of the baseline assessment have effectively served as benchmark for FONGTIL-member organisations for future improvement and as a valuable reference for development partners in relation to human resource development in Timor Leste.  
  3. Better programming and organisational management of member-organisations as a result of better designed training modules on organisational and programmatic areas and more effective priority need-based training program organised by FONGTIL.
  4. FONGTIL Secretariat is effectively capacitated to efficiently and more effectively address its core service of providing sustainable organizational capacity development assistance to its members.

Description: 

Overall objective: Ensure capacity development of FONGTIL’s member-organisations and the institutional strengthening of FONGTIL, as their network organisation, thereby, contributing to effective participation in the national development and democratic governance processes of Timor Leste.


Specific objective: To determine and respond to the organisational capacity development needs of member-organisations and secretariat of FONGTIL through a systematic process and mechanism.


Final Project Results: 

1. Increased understanding of Member-Organizations’ capacity development needs, by themselves, their development partners/funders and FONGTIL,  leading  to better and realistic actions to address their priority needs, either by themselves and/or through the facilitation of FONGTIL, or with their partner donors, other International NGOs or key National NGOs.


2. Published results of the baseline assessment have effectively served as benchmark for FONGTIL-member organisations for future improvement and as a valuable reference for development partners in relation to human resource development in Timor Leste.
