Improve education service delivery in support of National objectives, through institutional strengthening.

The Ministry of Education Capacity Building Programme (MECBP) aims to build management capacity in the education sector. The over-arching goal of the programme has been the creation of a national education system that is well co-coordinated and able to meet the needs of society and all the people of Timor-Leste. This goal will lead to schools which are able to deliver education effectively and efficiently in support of national objectives, through institutional strengthening and the building of management systems and capacity at all levels. The current focus of the programme is on the following priority areas: Recruitment; Human resource information systems; School resourcing and supplies; and Information communications technology.

1) Recruitment: For the ME to recruit quality staff at the National, Regional and District managers and leaders, in accordance with merit based recruitment laws, in order to ensure the implementation of the National Education Strategic Plan (NESP).

2) Human resource information systems: Accurate and reliable HR data is available and used for the effective and efficient management of education in Timor-Leste.

3) School resourcing and supplies: Basic Education Schools are supplied in a timely manner with required learning materials and school equipment.

4) Information communications technology: General ICT services available for all MoE administrative staff and they will be capable to use Information Technologies in their day-to-day managerial activities.
