1. An enhanced capacity of the Government and in particular the NAO's services, to implement EDF programmes and projects (as well as other EC funded programmes) in accordance with EC rules and procedures;
2. Greater awareness among key stakeholders on the main issues regarding development cooperation and more specifically EC strategies and policies;
3. Greater involvement of Timor-Leste in regional, intra-ACP and multi-countries programmes (PALOP, CPLP);
4. Improved capacity of the NAO's service to handle matters pertaining to programming, identificationa dn formultion of programmes and projects, as well as enhanced capacity in the wider policy areas which form part of the political dialogue, including the governance commitments made in the course of the 10th EDF programming process.
