Programme Coordination  and Assistance  (PCA)  is the  segment  of UNFPA TL country  programme which  approved for activities with direct relevance for the programme as a whole, but that cannot  be attributed  to a specific outcome of the  strategic  plan  development  results framework

Outcome 1: Sexual and Reproductive Health

Increased availability and used of integrated sexual and reproductive health services including family planning, maternal health and HIV, that are gender responsive and meets human rights standards for quality of care and equity in access.

Output1: Strengthened capacity of the national helath system to improve access to and increase the demand for family planning.

Output2: increased national capacity to deliver integrated sexual and reproductive health services and respond to gender based violence.

Outcome 2: Adolescents and Youth:

Increased priority on adolescents, especially on very young adolescent girls, in national development policries and programmes, particularly increased availability of comprehensive sexuality education and sexual reproductive health.

Output1: increased national capacity to design and implement community and school based comprehensive sexuality education programme that promote human rights and gender equality and increase the availability of young people to comphrensive quality sexual and reproductive health information and services.

Outcome 3: Gender Equality and GBV: Advanced gender equality, women's and girl's empowerment and development agendas through integration of evidence-based analysis on population dynamics and their links to sustanaible development, sexual and reproductive health and reproductive rights, HIV and gender-equality.

Output 1: strengthened capacity of relevant goverment institutions and non-goverment programme in the areas of population dynamics, sexual and reproductive health, youth and gender equality.

Outcome 4: Population dynamics:

Strengthened national policies and international development policires and programme, particularly increased availability of comprehensive sexuality education and sexual reproductive health.

Output 1: strengthen national capacity for using data and evidence to develop, monitor and evaluate national policies and programmes in the areas of population dynamics, sexual and repruductive health, youth and gender equality.

May be used to support following activities:

•     Advocacy,   including   activities   related to events   such as World Population   Day, World AIDS Day, International   Youth Day, etc.

•        Facilitation   of country  programme   development,    including  costs  related  to the  population and  reproductive   health  sector  situational   analysis,   the  formulation   of  the  UNDAF   and the  country  programme   action  plan  (CPAP).   In this  context,   the  PCA  budget  can  cover the  costs  associated   with  technical   assistance   towards   country   programme   development and  the  associated   costs   for  the  temporary   hiring  of  national   and  international    experts (including  travel  and per diem  costs);

•        Staff    or    consultant     costs     for monitoring     and    evaluation      activities,    advocacy, communications      and programme support that are truly crosscutting    but   whose majority expenses cannot be allocated to one outcome.

•        Workshops,     meetings,     research     activities,     publications,      printing,     distribution     and communication       costs,  including   those  for  media  events  related  to the  UNFPA   mandate but not directly  attributable   to a specific  outcome;

•        Costs   related to inter-agency    coordination    activities,    including   support   to the resident coordinator   system and the United Nations reform;

•        Good and services. To be used exclusively   for overall   programme monitoring    functions   of the country office;

•     Good and services.  To be used exclusively    for programme monitoring   activities   of the country and office.

•        Ad hoc and time-bound    administrative    programme   support   which cannot   be attributed directly to a specific outcome.
