• Promote public and private participation in policy development;

• Assist the Government of Timor-Leste to approve and implement key tourism  activities;
• Tourism-related government agencies will be better able to perform their duties;
• Key maritime, terrestrial and cultural sites will achieve protected status;
• Models of sustainable tourism development will be established;
• Conditions for private sector investment in tourism will improve, including appropriate public sector spending, and private investment will increase as a result;
• Participating Timorese will improve their business skills;
• Tourists will be more satisfied with tourist sites and products;
• Tourism associations across Timor-Leste will be stronger;
• Protected sites will be run by new, sustainable management plans.

The project will focus on two main objectives to achieve that vision. Objective One is to ensure that institutions, policies and laws are in place to fully implement the national tourism policy launched in 2017. The second objective is to promote sustainable private sector tourism investments and participation by Timorese communities, local and international NGOs, associations, and others, and create replicable models of sustainability and best practice.
