By 2020, reduced child mortality and under-nutrition through improved and equitable use of high impact health, nutrition and WASH interventions.

The Health and Nutrition Programme continues to strengthen the capacity of health systems at national, district, sub-district and suco levels to increase access to and utilization of services and provide timely responses to emergencies. UNICEF supports the Ministry of Health to implement the Basic Services Package in line with the National Health Sector Strategic Plan consists of an integrated set of health and nutrition interventions targeting children below five years and the women of reproductive age. The programme focused on three major projects: (1) Maternal and Child Health (MCH) project is increase of maternal and child health coverage through Expanded Programme on Immunization (EPI),  Multi-Antigen Campaign (MAC) , Essential New-Born Care (ENBC)  & Community Case Management  (CCM), Basic Emergency Obstetric Care (BEmOC) , and Integrated Management of Childhood Illnesses (IMCI). (2) Nutrition project addresses under-nutrition challenges faced by Timorese children and women. The project aims to improve the child nutritional status through implementation of Community Management of Acute Malnutrition (CMAM), Improved Infant and Young Child Feeding (IYCF), Vitamin A supplementation, Universal Salt Iodization (USI), and Micro-Nutrient Powder (MNP) supplementation. (3) HIV/AIDS project supports the Prevention of Parent’s to Child  Transmission (PPTCT) of HIV/AIDS through developing technical and operational guidelines and protocols, , provision of PPTCT services integrated into MCH program, and voluntary and confidential counselling and testing (VCCT) services. The project also provides peer education, edutainment, and radio hotline anonymous prevention counseling to young men and women. Through the Health and Nutrition Programme, UNICEF supports the Ministry of Health to strengthen the implementation of Integrated Community Health Services (Servisu Integrada Saude Communitaria - SISCa), in collaboration with UN agencies, donors and NGOs.
