The goal of the program over its eight years is to: 
• Reduce the proportion of women in focus areas who have experienced violence in the previous 12 months, compared to the 2010 National Demographic and Health Survey and the follow-on survey; and
• Improve well-being for an increased number of women and children who have been affected by violence. 
After the first four year phase, it is intended that the program will be supporting community and government actors in Timor-Leste to deliver services to women affected by violence and to develop and use evidence-based strategies to prevent violence against women.

The Nabilan Ending Violence Against Women program aims to support the Timorese people and their Government to reduce violence and improve the well being of women and children affected by violence. It is organised around the three pillars of Timor-Leste's National Action Plan on Gender-Based Violence: prevention, support services and access to justice. It will employ a range of strategies to support capacity in key ministries and civil society organisations, shift attitudes and behavior which contribute to violence, and strengthen support services and justice outcomes.

PNDS-SP has supported the GoTL to deliver 1,374 small-scale infrastructure projectts, involving more than 245,000 Timorese women and men, since 2013. The Program has helped GoTL establish monitoring, IT and financial systems and recruit and train PNDS staff and community management teams.
