To support Timorese people and their Government to provide a sustainable foundation to fulfil their human potential over the next 10 years.

PHD is a 5+5 year investment to support the Government of Timor-Leste to attain target SDGs, and in particular focus on achieving better human development outcomes. The program works in partnership with relevant ministries and other implementing partners including civil society organisations to improve access to better health and education, water and sanitation, particularly for girls and people with a disability. PHD works with other partners to implement their activities.

In health, PHD supports the Liga Inan program, training for junior doctors and family planning services, which are accessed 14,000 times each year. In education, PHD works with the Ministry of Education, Youth and Sport to improve teaching through the Professional Learning and Mentoring Program (PLMP), including supporting Eskola.tl technology. PLMP is operating in 309 schools.
