1. Legislative, planning and policy frameworks that integrate the rignts of persons with disabilities and their implementation is strengthened and mechanisms to  monitor and report on UN-CRPD are in place 

2. Capacity of key service providers (educatiuon, health, rehabilitation & justice) to deliver disability inclusive service is enhanced, with a focus on prevention and response to violence against women and children with disabilities

3. capacity of DPO staff, in particular women with disabilities, to access and to advocate for disability inclusive services, incluyding GBV services is strengthened. 

The Empower for Change project, is a joint project from the United Nations in Timor-Leste which works towards enhancing the rights of persons with disabilities to live free from discrimination and violence, and advancing the equal rights of women and girls with disabilities facing multiple forms of discrimination. The project looks at partnering with Organizations of Persons with Disabilities (DPOs), the Government and civil society towards reducing harmful attitudes that perpetuate tolerance of gendered discrimination against persons with disabilities, and to strengthen capacities of service providers to refer and deliver coordinated, inclusive and accessible services will be strengthened, in particular the coordinating Ministry of Social Solidarity (MSS), the Ministries of Education and Health and the Judiciary. This project is funded through the United Nation Partnership for the Rights of Persons with Disabilities (UNPRPD), for a three-year duration. It is jointly implemented by UNFPA, UN HRAU, UN Women, WHO.
