Description: 

The project aims to strengthen national surveillance and referral capacities to ensure effective protection of victims of trafficking (VoT) in Timor-Leste. Activities will be implemented in Dili and Oecusse, addressing sex and labor trafficking. The project will collaborate with Government and civil society on capacity building activities related to data collection, victim identification and referral, provision of psychosocial support (PSS), and enhanced TIP awareness. The project will: increase capacity of key stakeholders (Ministry of Social Solidarity (MSS), NGOs and law enforcement) in TIP data collection, reporting and victim referral; increased capacity of MSS and NGO partners to provide adequate support services for victims and increased TIP awareness among communities and youth, in particular. A mentoring approach will be used, delivering Training of Trainers (ToT) to build capacity within local NGOs and MSS to ensure partners have skills necessary to deliver subsequent trainings and sustainability. A standardized PSS curriculum will also be developed and endorsed by the Government to improve and harmonize victim assistance, alongside the development of innovative media content, learning tools and IEC materials to enhance TIP awareness at the community level. Implementing partners will include MSS, Belun (for data collection) and PRADET (screening, shelter and PSS to VoT).


Final Project Results: 

PROJECT GOAL:  To develop and strengthen national surveillance and referral capacities to ensure the effective protection of victims of trafficking in Timor-Leste. Objective 1: To increase the capacity of key stakeholders (MSS, NGO partners and law enforcement) in TIP data collection, reporting and victim referral. Objective 2: To strengthen the capacity of MSS and NGO partners to provide appropriate and adequate support services for victims of trafficking in Timor-Leste. Objective 3: To increase awareness on TIP among Timorese communities and youth in target districts.
