This project supports the Central Bank of Timor-Leste to put in place an enabling regulatory framework and arrangements to support retail payments and modernize government payments

The project will involve the delivery of training seminars as well as the organization of dissemination roundtables to gather the inputs from the industry and raise awareness on the reforms.

• Drafting NPS legislation supporting regulations and guidelines;
• Developing an oversight framework including necessary tools and required organizations arrangements and capacity building sessions for BCTL relevant staff. 
• Improving the interoperability and efficiency of card and mobile payments to support broader financial inclusion. 
• Providing support to the BCTL to implement relevant reforms of the government payments and facilitate the delivery of electronic payments for a broad range of services.
