The overall outcome of the proposed analytical and advisory work programme is to develop and promote evidence based policy making in support of the SDP, and enhance government's ability to deliver this evidence through analysis.
The AAA activities are grouped in three pillars (broadly described as Macr, Governance, and programme M&E. Activities include: a household survey and poverty profile, infrastructure public expenditure review, trade and competitiveness analysis for Oecusse, macro-fiscal scenarios for delivering the GoTL SDP. It will also provide technical assistance to government to: improve public investment management, strengthen systems for a higher impact of social assistance spending, strengthen country systems for service delivery and to allow donor funding to use them, and advance the MoF PFM reform plan.
