5. Data collected and analyzed by MRPC for development of recommendations of actions to improve the coordination and policy response in the fight against trafficking in persons, by governmental and non-governmental organisations.
Description:
The aim of this project is to support a coordinated approach to capacity-building on counter trafficking in Timor-Leste and empower concerned governmental and national non-governmental organizations to develop an effective, multi-pronged approach to the trafficking phenomenon in Timor-Leste, in line with the Government of Timor-Leste priority policy to fight this phenomenon and ensure protection of victims.
During this project’s implementation, IOM will design specific training curricula, which will provide a deeper understanding of human trafficking, including concepts and definitions, and practical activity-based guidelines on how to address and manage counter-human trafficking activities across the key areas of prevention, protection and prosecution. Based on these curricula, IOM will organise seven 5-day training workshops. Participants will be drawn from MSS Headquarters and districts including those in the department of child protection, and civil society organisations’ staff already working in shelters, namely PRADET.
Apart from these specific training sessions, IOM will conduct onsite mentoring activities as required to both trained MSS and civil society staff including in the districts.
In addition to enhancing the knowledge and capacity of participants on trafficking and how to concretely undertake counter trafficking activities, the project will launch a survey on irregular migration, including irregular entry, trafficking in persons and smuggling of migrants in Timor-Leste. The survey is based on the work carried out by the ACP Observatory with the national institutions in Timor-Leste.
Final Project Results:
1. Implementation of national operating procedures to refer, protect and provide assistance to victims of trafficking in Timor-Leste, under the leadership of MSS;
2. Strengthened provision of direct assistance and protection to victims, by government and civil society organizations through improved capacity;
3. National migration data collected and analysed for future policy development in respect of irregular migration, trafficking in persons and smuggling in Timor-Leste
