Under this project  IOM assists governments around the world develop and implement migration policies, legislation and administrative mechanisms both by providing technical assistance and training to government officials, and by helping migrants in need. The Enhanced Migration Management (EMM) project has since 2005 supported the Government of Timor-Leste to enhance their migration services through policy development, border management system implementation and through direct assistance to stranded migrants in the country. . IOM together with the Department of Immigration and Citizenship of the Australian Government and the Government of Timor-Leste provides assistance to those migrants meeting the criteria for assistance who are otherwise stranded within the borders of Timor-Leste
