Deskrisaun: 

Maternal and Child Health Nutrition (MCHN)

MCHN focuses on preventing malnutrition of children under two and improving the nutritional status of malnourished children between the ages of two and five, as well as malnourished pregnant and breast-feeding women. WFP provides blanket feeding to all children aged 6–23 months, and targeted feeding to moderately malnourished children aged 24–59 months and to malnourished mothers. The programme is being implemented in the 13 districts of Timor-Leste and targets to reach 87,000 beneficiaries. Each person enrolled receives a monthly take-home ration of Timor-Vita (locally produced fortied foods) or corn-soya blend (CSB), oil and iodized salt. AusAID activity 11A433.

 A total of 282 participants have been trained including health staff, health volunteers and staff from NGOs supporting the Ministry of Health.

These trainings are conducted by the Ministry of Health with support from WFP in the districts (usually at the DHS’s facilities). The target groups are mainly health staff responsible for the nutrition programme at the health facilities, and health volunteers that support the implementation of the supplementary feeding programme in form of food storage, distribution and reporting. The NGO’s affiliated to the health department at the district level also attend the trainings as in many situations they provide guidance and counselling to the staff in the field. Over ten local and international NGOs have participated in these trainings namely: World Vision, Share, Care, Health Net, Organizasaun Haburas Moris, Mery Stopes, Rotary Maliana, HIAM Health, Médicos do Mundo, AFMET, Clinica Imanuel, HIP, and Alola Foundation.

For the health facilities already implementing the programme, refresher trainings were conducted. For the newly expanded health facilities (in Manatuto, Dili, Covalima, Ermera, and Baucau) the team conducted similar trainings but with more focus on the implementation of the programme.

The main objectives of these trainings are:

·         Increase capacity of health staff and health volunteers to understand nutrition interventions and promote good feeding practices in their community.

·         Reinforce and improve WFP’s assistance under the Maternal and Child Health and Nutrition component of WFP’s programme, also as a way to promote the team-work between WFP and MoH.

·         Reinforce and improve health staff’s capacity to implement the supplementary feeding programme in the district.

The participants trained for the nutrition programmes are in most of the cases the same trained for the malaria programmes, immunization, maternal and child health, communicable diseases control (CDC), among many others, and they are required to implement all these activities. As such, nutrition is often neglected as part of their daily routine activities. With the trainings, continuous support to the field, during the frequent coordination meetings and monitoring visits, WFP anticipates that health staff and volunteers will be empowered to promote good feeding habits, implement and take ownership of the programmes, like SFP; thus yielding better results for the future benefit of the communities.

The trainings also act as a forum for MoH and WFP to understand the constraints or challenges hindering effective programme implementation and jointly seek alternative ways to resolve them.

It is anticipated that, once the SFP programme is effectively implemented in all the districts, the attendance rate to health services will gradually improve; thus reducing the levels of malnutrition in children under 5 and in pregnant and lactating women.

Food distribution

Over 57,000 beneficiaries had been registered by end of Q2 as eligible to receive food under the programme.  Over 43,000 beneficiaries are already receiving food. Total tonnage distributed in the last two quarters is 1505Mt.

The effect of the rainy season and the regional tropical storm that caused landslides and flooding affected road access and limited the availability and capacity of transport providers and WFP partners, delaying food deliveries and cash distributions to targeted beneficiaries.

Secondary transportation from health facilities to the Integrated Services of community Health (SISCAs) remained a challenge leading to inadequate food distributed to beneficiaries.

Coordination and implementation of the MCHN programme was further hampered by political campaigns and rallies in preparation for the parliamentary elections that were held July 07, 2012.
