Expected Outcomes:
Gender aware and effective women are elected into decision making positions in national level state institutions and at the municipal and suco councils.
To promote women’s participation through transformative leadership in politics and the communities to establish and strengthen an agreed agenda on women’s empowerment and respond to other needs of their constituencies in all aspects of the electoral process by linking the local and national.
Elected women leaders at the national, municipal and suco levels are able to influence a gender responsive rights-based agenda for women.
Description:
The Integrated Programme for Women in Politics and Decision Making (IPWPDM) is a 7-year programme designed to enhance and support women’s participation in politics and in decision making at the national, municipal and suco levels.
The programme has two key components, one that primarily focuses its support to women leaders at the national level and the second component is about enhancing rural women’s leadership and participation in nation building in Timor-Leste.
Previous Norwegian funding support to IPWPDM activities ended in 2010.
Fresh funds from Norway were mobilised during 2011 for the Joint UN Support to the 2012 electoral process.

Final Project Results:
Parliamentary Election Law No.6/2006 was amended to No. 7/2011 on June 22nd 2011 increasing the quota of women candidates on political party lists for one in four to one in three.
Gender Resource Centre established to provide support to Parliamentarians in ensuring laws and policies are gender sensitive and responsive while also serving as a repository of information on gender issues and best practice.
Local organisations (women’s organisations) were successful in lobbying GMPTL (National Parliament Women's Caucus) especially Parliamentary Committee A to adopt the recommendations resulting from FONGTIL's consultation on the suco election and municipal election.
Assessment of women in political parties identified barriers and challenges to their full and equal participation within the party. Opportunities to address these barriers were indentified including increasing knowledge and understanding of economic and gender empowerment and confidence in public speaking.
National Strategic Framework and Road Map for Enhancing Women's Leadership and Participation in the 2012 Elections and Beyond produced by the Women's Parliamentary Caucus following a multi-stakeholder consultation.
