This analysis seeks to identify economic and trade potential for Oecusse. It will seek to:1) Create a repository of existing survey data on Oecusse2) Analyze Oecusse's current level and structure of economic activity as well as cost of production and doing business relative to competitor markets.3) Describe Oecusse's productive potential, related infrastructure needs, and the possible role of a special zone for social market economy, as defined by the ZEESM authority, in realizing this.The analysis will deploy a mix of methods including basic models of potential production and value chain analysis, elements of a trade and competitiveness assessment, and a framework for evaluating special zones. A draft outline of the analysis is proposed in the detailed task description.The analysis will take account of the ZEESM Masterplan for Oecusse's development, that in very broad and aspirational terms, describe Oecusse's potential.It will also take into account and a related situation analysis that describes Oecusse's current state.
