Description:
The Justice Sector Support Facility contributes to stability in Timor Leste by working with GoTL and civil society to improve the operation of the justice sector and expanding people's access to justice. It supports the corporate priorities of the Government of Timor Leste's Justice Sector Strategic Plan, improving management of human resources, finances and information in justice sector institutions and civil society organisations. It has helped expand the delivery of justice services outside Dili, funding infrastructure and supporting district mobile court services, victim assistance and public legal education. In 2012 and 2013, JSSF acitivities particularly focus is reducing violence against women and providing legal and medical services to victims, and Integrated Information Management System (IIMS). AusAID initiative INH487.
Final Project Results:
Contributing to GoTL's Justice Sector Strategic Plan:
* Australia has helped the Office of the Prosecutor General, Office of the Public Defender, Courts, Prisons and PNTL to develop and implement a common case management system. Improvements to information management are increasing the legal system & capacity to bring cases to trial and see them through the justice system in a timely manner. The IIMS system is now operated and use in key justice institutions including all historical court cases back to 2000 were input to the system.
* Staff members in MoJ, OPG, Courts and Prisons are able to fulfill their responsibilities better through Justice Facility-sponsored leadership training, HR training and study support.
* Two Fatin Hakmatek opened in Suai and Oecussi Referral Hospital with objective to provide services to victim of gender based violence, particularly helping medical examination and counselling to the victims. These two FH provided services to 60 clients during 2012. As result, women and children in Dili, Suai, Oecusse and Maliana are receiving better medical treatment and counselling in safe locations, legal assistance and education on their legal rights from Timorese NGOs such as PRDAET, AATL, JSMP supported by the Justice Facility.
• Mobile courts instigated by JSSF in Suai are now continued through GoTL budget in Suai, Dili and Baucau Districts. Mobile court has been seen as a tangible effort to bring and show the formal justice system process to the community in rural areas with objective to increased public understanding and confidence in formal justice system process.
